EOT and Streamline Training: What Students Need to Know About the Transition

Express Online Training (EOT) and Streamline Training are entering a new phase that brings together many of the people, systems and resources behind EOT’s online training with Streamline Training’s RTO operations and new management.

For students, our priority is to make the transition as straightforward as possible.

Many things will feel familiar. Streamline has taken on the experienced team and systems that have helped deliver training and support and certify more than one million students across Australia, with the intention of continuing the accessible online courses, competitive pricing and student support that have been central to EOT’s offering.

There are also some important differences.

Streamline Training and EOT are not the same company or the same Registered Training Organisation. Streamline has different ownership and management, and students will be clearly informed which RTO is responsible for their enrolment and certification.

What is staying the same?

There is significant continuity behind the scenes.

Streamline has enaged many of the people who have developed, delivered and supported EOT’s courses over many years, together with the systems and technology used to provide online training at scale.

Our aim is to retain the things students have valued about the EOT model, including:

  • convenient and flexible online training;
  • competitive course pricing;
  • an experienced Australian training and support team;
  • established online learning and assessment systems; and
  • a broad range of hospitality, workplace and compliance training.

The team may be familiar, but Streamline also brings a new ownership and management structure and an opportunity to continue improving the way courses and student services are delivered.

What is changing?

The most important change is the organisation responsible for delivering your training.

Streamline Training Group Pty Ltd is its own Registered Training Organisation, RTO 52811. It is not simply a new name for RSA Express or EOT.

Streamline also has a different ownership and management structure. There is no overlap between the shareholders of Streamline and RSA Express. Streamline has a different Managing Director, together with a new General Manager and Compliance Manager.

Depending on the course and when you enrol, your training may therefore be provided by Streamline rather than RSA Express. The responsible RTO will be identified during enrolment and in the applicable student information.

Existing EOT students may also be given the opportunity to transfer their enrolment to Streamline.

Is Streamline Training just EOT with a new name?

No.

There is substantial continuity between the operations — including people, systems and training resources — but the organisations themselves are different.

RSA Express Pty Ltd, trading as Express Online Training, is RTO 40592.

Streamline Training Group Pty Ltd is RTO 52811 and has different ownership and a new management structure.

Streamline is also not a newly established company created for this transition. Streamline Training Group Pty Ltd has operated since January 2015 and was first registered as an RTO on 10 November 2016. The most accurate way to describe the change is that Streamline has acquired certain operational assets used by EOT and has access to other intellectual property and resources under licence. It has also taken on many of EOT’s staff and systems.

Is Streamline buying EOT?

Not in the sense of acquiring RSA Express Pty Ltd or taking over EOT as a going concern.

Certain business assets and operational resources are being transferred or made available to Streamline as part of the restructure. Streamline has also taken on EOT staff and systems.

RSA Express remains a separate company and RTO and will continue operating for as long as necessary to meet its responsibilities to its existing students.

What happens if I am currently enrolled with EOT?

You do not need to do anything simply because of the transition.

RSA Express will continue to meet its obligations to students enrolled with EOT while those enrolments remain with it.

Some students may be offered the opportunity to move their enrolment to Streamline. If you are affected, we will provide you with information about what is changing and anything you need to do.

Our intention is to make any transfer as seamless as possible and to preserve relevant course progress and records wherever permitted by the applicable training and assessment requirements.

Do I have to start my course again?

Not simply because of the transition.

If your enrolment remains with EOT, you can continue under the arrangements applying to that enrolment.

If choose to transfer your enrolment to Streamline, we will provide you with information specific to your course. Existing training and assessment progress will be taken into account in accordance with the relevant RTO and regulatory requirements.

If any additional action is required from you, we will tell you directly.

Do I have to transfer from EOT to Streamline?

Where students are being offered a choice to transfer, we will explain that choice directly to them.

There may also be circumstances in which an enrolment transitions later under the applicable enrolment terms and regulatory requirements. Any affected students will be notified.

You do not need to contact us simply to find out whether this applies to you. If action is required, we will contact you.

Will my existing EOT certificate still be valid?

The transition does not invalidate certificates or Statements of Attainment already issued by RSA Express/EOT.

Your existing document remains a record issued by the RTO that issued it.

Normal course-specific or state regulatory requirements — such as competency card expiry or renewal requirements where applicable — continue to apply independently of the transition.

Who will issue my certificate?

That depends on which RTO holds your enrolment when you successfully complete the applicable nationally recognised training.

If your enrolment is with RSA Express/EOT, the relevant certification will be issued by RSA Express in accordance with its RTO responsibilities.

If your enrolment is with Streamline Training, the relevant certification will be issued by Streamline Training Group in accordance with its RTO responsibilities.

Your enrolment information will identify the responsible training provider.

What happens to my course history and student records?

RSA Express remains responsible for retaining and managing the student records associated with its activities as an RTO.

Where information needs to be provided to Streamline as part of transferring or supporting an enrolment, it will be handled in accordance with applicable privacy, recordkeeping and RTO requirements.

Affected students will be provided with information about the transition where required.

Will the courses and prices change?

If you started a course with EOT and your enrolment is transferred to Streamline, the pricing will not change for you.

Our intention is to retain the combination of flexible online delivery and competitive pricing that has allowed the EOT team to train more than one million students Australia-wide.

Specific course fees, inclusions and conditions will continue to be clearly displayed before enrolment and may vary between courses or jurisdictions.

The transition also gives us an opportunity to continue improving course content, technology, assessment processes and student support.

Is Streamline Training a legitimate Registered Training Organisation?

Yes. Streamline Training Group Pty Ltd is RTO 52811, registered with the Australian Skills Quality Authority (ASQA). Its current registration and approved scope can be independently checked on training.gov.au.

As with any RTO, you should also check that the particular course you want to undertake is within the provider’s approved scope and meets any additional requirements imposed by the relevant state or territory regulator.

Is EOT closing down?

RSA Express/EOT is not ceasing its RTO operations immediately. It will continue operating for as long as required to meet its obligations to its existing student cohort while the transition takes place.

Does the restructure change RSA Express’s existing obligations?

No.

RSA Express remains a separate company and remains responsible for obligations arising from its own operations.

The transition to Streamline does not remove or extinguish RSA Express’s existing responsibilities to students, regulators or other parties.

What if I have an existing complaint, refund request or unresolved issue?

The transition does not remove any existing rights or responsibilities.

If your issue relates to an EOT enrolment or transaction, it will continue to be dealt with by the appropriate team and organisation.

RSA Competency Check

Have you completed an accredited RSA course previously?

Current or Recently Expired NSW RSA Competency Card

If you have a current Competency Card you cannot re-complete the course to renew it while it is current. This includes any learners in the 28 day renewal period or who have a current NSW RSA Competency Card endorsement but have not received their card.

If you choose to continue you must declare below that you understand that your existing competency card endorsement(s) will not be renewed. By continuing you accept responsibility for providing correct and accurate information about your NSW RSA currency and understand that should you be found ineligible to undertake the course or renew your NSW RSA you may not be entitled to a refund.

NSW RSA Interim Certificate issued within 5 years from the "Valid for duties date"

If you have a current NSW RSA interim certificate issued within 5 years from the "Valid for duties" you cannot complete the NSW RSA course again. You must visit a Service NSW centre with your Interim Certificate to obtain your card.

By continuing you accept responsibility for providing correct and accurate information about your NSW RSA currency, understanding that this will not renew your NSW RSA and that should you be found ineligible to undertake or renew your NSW RSA by completing the course you may not be entitled to a refund.

Is your RSA current and issued by a Registered Training Organisation or a state/territory approved training organisation?

Are you planning to reside permanently in NSW?

You may be eligible to receive the NSW RSA by completing a bridging course

If you wish to apply to Liquor & Gaming NSW to complete their RSA bridging course, please note that EOT cannot confirm if your interstate RSA will be accepted, and it is your responsibility to research and confirm you meet the eligibility requirements.

You may be eligible to work temporarily in NSW using your current RSA

If you wish to temporarily work in NSW under Automatic Mutual Recognition, please note that EOT cannot confirm if your interstate RSA is eligible, and it is your responsibility to research and confirm you meet the eligibility requirements before commencing work in NSW.
